A forced transition: the real timetable of obligations

After the first tests announced in 2023, Russia finally seems decided to take the plunge. The Governor of the Bank of Russia, Elvira Nabioullina, confirms that the infrastructure of the digital ruble is ready for a national launch on September 1st.

The digital ruble will constitute a third form of moneyalongside cash and bank deposits. The main banks will therefore have to offer this new form of money. Large merchants will gradually be required to accept these payments. As for individuals, they will retain the freedom to choose their payment methods.

According to the official guidelines of the Bank of Russia, the timetable is divided into three progressive phases:

  • Phase 1 (September 1, 2026): Mandatory integration for the country's 12 systemically important banks and for all retail businesses with annual turnover exceeding 120 million rubles (approximately $1.5 million).
  • Phase 2 (September 1, 2027): Extension of the obligation to banks under universal license and businesses generating more than 30 million rubles per year.
  • Phase 3 (September 2028): Full national coverage, including medium-sized banks and independent retailers.

The digital ruble, a strategic tool in the face of international sanctions

The chosen timetable is not solely a matter of technological development. Since the strengthening of Western sanctions, Moscow has sought to reduce its dependence on international financial infrastructures. And not only that! It also strives to develop national payment solutions.

The digital ruble fits precisely into this strategy. It does not only facilitate faster, programmable payments directly issued by the central bank. It could also strengthen the autonomy of the Russian financial system. Ultimately, this infrastructure could even support certain exchanges with international partners engaged in the development of central bank digital currencies (CBDCs).

This logic brings Russia closer to other countries such as China, which is already experimenting with the digital yuan on a large scale. However, the motivations differ: Moscow places more emphasis on the resilience of its financial system in a tense geopolitical context.

The real challenge will be to convince the Russians

The success of launch of the digital ruble will ultimately depend not on its technical maturity, but on its adoption by the public. The surveys cited by several Russian media indeed show that confidence in existing payment methods remains high. Upstream, questions persist about the concrete usefulness and confidentiality of the digital ruble.
