Crypto: Russia adopts a law to regulate the market
On July 21, 2026, the Russian Duma validated bill no. 1194918-8, marking a turning point in crypto regulation in Russia. This text establishes a clear legal framework for market participants, including exchanges, brokers, asset managers and custodians. To this end, the Bank of Russia now has the authority to define permitted assets and issue strict regulations. Non-qualified investors will be limited to 300,000 rubles per year (around $3,800) for crypto purchases, while qualified investors will benefit from higher caps.
However, the use of cryptos to pay for goods and services in Russia remains prohibited. But they can be used for foreign trade. This framework, which has been awaited for years, aims to secure the market while avoiding abuses. But its success will depend on the ability of the authorities to enforce it, in a country where crypto adoption remains uneven and controversial.
Could Russia freely circumvent foreign sanctions?
With this new lawRussia opens the door to the strategic use of cryptos to circumvent international sanctions. By authorizing digital assets for cross-border trade, Moscow could facilitate trade with its partners (China, Iran, etc.) without depending on traditional banking systems, such as SWIFT, largely restricted by Western sanctions.
Additionally, payments in bitcoin or any other crypto would offer a discreet and decentralized alternative, difficult for foreign regulators to trace. If the law is validated by Vladimir Putin, it could strengthen Russian economic resilience. A boon for a country that has been financially isolated since its invasion of Ukraine in 2022. However, this strategy carries major risks:

- Increased US and EU surveillance;
- Distrust of business partners fearing reprisals.
