At a time when the war in Ukraine is entering a new phase of uncertainty, a major agreement between Washington and kyiv comes to redesign the contours of Western support. Volodymyr Zelensky is preparing to go to the United States this Friday, February 28, 2025 after the adoption of a pact which provides American access to the Ukrainian rare lands and the establishment of a reconstruction fund for the country. This compromise, which combines economic issues and military considerations, marks a capital stage in the relationship between the two nations. The discussions, led under tension, finally led to an agreement that could play a decisive role in the geopolitical future of the region.

A high tension agreement: natural resources for financial support
After several days of negotiations, kyiv and Washington finalized an economic and strategic agreement, the details of which remain partially confidential. According to a senior Ukrainian official, the final text was amended in order to clarify the impact of this commitment to the security and stability of Ukraine. One of the most sensitive points of negotiations focused on the request of the Trump administration which aims to obtain priority access to rare land and other Ukrainian strategic resources in exchange for American support.
Initially, Volodymyr Zelensky had rejected a proposal that requires a counterpart of $ 500 billion in natural resources. The new version of the agreement, announced by Donald Trump, now provides aid of $ 350 billion, accompanied by a supply of military equipment for kyiv. Asked about the scope of the pact, the American president has declared : “We have practically finalized our agreement on rare land and various other aspects. Ukraine will receive important support, and we will take care of security issues later. ” For its part, the White House has not yet confirmed all the provisions of the text.
Security issues and the position of European allies
If the agreement implements a structuring economic framework for kyiv, the question of security guarantees remains a subject of friction. Ukraine, faced with incessant Russian air strikes, insists on the urgency of a clear commitment to its Western allies. Emmanuel Macron, during his visit to Washington, said that France was ready to strengthen Ukrainian military capacities and envisaged, if necessary, the deployment of British and French forces on the ground. Indeed, London shares this position, and insists on the need for lasting military support to ensure regional stability.
Russia closely follows these developments. Vladimir Putin has not yet officially reacted, but the recent bombings of the Russian army (including 177 drones launched on Ukraine in one night) illustrate the will of the Kremlin to maintain pressure. “Once this agreement is signed, they will not come back,” said Donald Trump, who talks about Moscow's position. However, the absence of clear guarantees on the protection of the Ukrainian territory causes questions, both in kyiv and among its European allies.
While Ukraine endeavors to rebuild its country under bombs, this economic and military agreement opens up new perspectives, but also creates many uncertainties. If American financial support represents a considerable asset, the question of the sustainability of Western commitments remains unanswered. Access to Ukrainian strategic resources by the United States could also cause tensions with other major economic players, especially in Europe and Asia. In a context where war and diplomacy intertwine, the outcome of this pact will be decisive for the future of Ukraine and the balance of forces on a global scale.
