A blocked stablecoin remains visible in your wallet, but you can no longer transfer it. Circle can indeed block an address for USDC and EURC, even if you alone hold the private key. Tether applies the same principle to USDT. On April 23, 2026, he announced that he had contributed to the freezing of $344 million at two addresses.

In brief
- $344 million: Tether announced on April 23, 2026 that it had contributed to the freezing of this sum in USDT.
- More than 4.4 billion dollars: as of April 23, 2026, Tether encrypted its freezes carried out with law enforcement.
- 7 roles: the USDC contract into account, all controlled by Circle, including the one that blocks an address.
- 5 working days: this is the indicative reimbursement time provided by Circle in Europe, once the checks have been passed.
Stablecoin blocked: the private key does not control the contract
A stablecoin like USDC is not stored in your wallet. This is a balance registered in a smart contract, managed by its issuer. Your private key allows you to sign a transfer. On the other hand, it is the contract which decides whether it is executed.
However, this contract provides for several roles reserved for Circle. Its technical documentation on GitHub in list seven, including two which act directly on transfers. First, the “blacklister” role prevents any transfer to or from an address. Then, the “pause” role can suspend all transfers, in the event of a serious breach or compromised key.
With a blocked stablecoin, your address cannot send or receive USDC. Your transaction fails, even with a valid signature. However, the blocking occurs token by token, and your other cryptos remain usable. Circle can nevertheless target the same address for USDC as for EURC, and on several blockchains.
What Circle and Tether say they block, and why
Circle describes his motives in his policy of refusal of access to stablecoins. The company announces that it is blocking addresses to comply with a law, regulation or court decision. She also cites requests from a government linked to sanctions. An imminent threat to national security or an urgent request from law enforcement may also be sufficient. Finally, it reserves an exception to protect the security of its network. Its conditions of use go further. Circle reserves the right to block, at its sole discretion, an address linked in its opinion to illicit activity.
Tether, issuer of USDT, acts in the same way. In his press release of April 23, 2026he says he helped the US government freeze $344 million. He cites information transmitted by several American authorities. The title mentions OFAC, the US Treasury sanctions department. The same day, Tether said it was working with more than 340 law enforcement agencies in 65 countries. Its general director, Paolo Ardoino, summarizes his position as follows: “USDT is not a safe haven for illicit activity. »
However, these amounts come from the issuers themselves. However, each blocking and each unblocking leaves a public trace on the blockchain. The issuers do not publish the reason.
Blocked stablecoin: a block does not cancel a payment
A block freezes funds, but it doesn’t erase anything. The European USDC white paper recognizes this: “Circle SAS cannot prevent transactions on the blockchain from being irreversible. » A confirmed payment therefore remains in the channel’s history.
For a scam victim, the difference matters. If the scammer still holds the USDC, a block may prevent them from moving them. However, he does not return them to the victim. Circle’s policy does not provide for blocking at the request of an individual. It targets requests and orders from authorities, as well as network security.
Blocked stablecoin: the right to reimbursement under conditions
The USDC terms, updated on October 15, 2026, go further than a simple freeze. They apply to holders located outside the European Economic Area. After an exchange with a blocked address, they consider a specific case: a suspected illicit activity, reported to the authorities. The European White Paper contains an equivalent clause.
In certain circumstances, Circle may find it necessary to report this suspected illegal activity to authorities, and you may lose all rights associated with your USDC, including the ability to obtain reimbursement for dollars.
Circle, USDC terms of use
The terms of EURC, Circle’s euro stablecoin, provide for the same loss for its holders. In Europe, however, the MiCA regulation guarantees reimbursement at nominal value, at any time. There Circle France refund policyupdated on September 15, 2026, takes over this right. However, it excludes “restricted persons”. This includes a sanctioned or unidentifiable holder, and the resident of a country under sanctions. A suspicious transaction is also enough.
For an eligible individual, the procedure involves a form and identity verification. You also need the IBAN of a European bank account, capable of receiving dollars for USDC. Circle France then provides a deposit address, then checks the history of tokens received. Payment should not exceed five working days, unless there is an anomaly. However, a blocked address cannot send its USDC to this deposit address. The refund policy does not provide for any procedure specific to this case.
Conditions for unlocking
Circle can, however, remove a blockage. The USDC contract provides a dedicated function, which only Circle can call. Its policy mentions two cases where Circle can lift the block. Either an authority confirms the end of the legal obligation, or the security incident no longer justifies the measure.
On the other hand, the blocking policy does not describe any recourse for the holder. It also does not provide for prior warning. In Europe, the white paper allows a complaint to be made to Circle, then a referral to the ACPR, the French banking supervisor. However, it excludes from its customer service the loss of tokens held in self-custody. Circle only undertakes to regularly publish the total amount of stablecoins blocked.
To find out if you hold a blocked stablecoin, check the status of your address yourself. On Etherscan, the “isBlacklisted” function of the USDC contract on Ethereum, in the “Read as Proxy” tab, displays this status. Each blockchain, however, has its own contract. Also distinguish this blocking from an account freeze on an exchange platform: in this case, the interlocutor is the platform, not the issuer.
As of October 15, 2026, the USDC and EURC terms still allow Circle to block an address. In the event of suspected illegal activity, they also provide for the possible loss of the right to reimbursement. Your crypto wallet keeps your keys, but these rules fall under the contract of each stablecoin.
