That’s it ! The EU Parliament and Council have finally reached an agreement on the AI Act. This new legislation aims to protect fundamental rights while stimulating innovation.
A historic agreement that sets the rules for AI around the world
While the use of artificial intelligence is debated within different institutions, the Parliament and the Council of the AU have just signed a historic agreement. The latter places emphasis on protection of fundamental rights.
The agreement on the AI Act reflects a crucial step in regulation of artificial intelligence. But not only ! It also marks Europe’s firm commitment to preserving the dignity and privacy of citizens.
Concretely, the new regulation defines clear standards for the use of AI. For example, it prohibits the exploitation of people due to:
- their age,
- their disability,
- their economic situation,
L’agreement thus promotes a human-centered approachemphasizing that the development of AI must serve the well-being of society as a whole.
GPAI at the heart of the rules
Under the new rules, GPAIs (general purpose AI systems) must:
- provide up-to-date technical documentation,
- comply with European copyright legislation,
- distribute detailed summaries of the content used for their training.
To ensure security and reliability, the EU Parliament and Council have even negotiated strict obligations for high-impact GPAI models and presenting a systemic risk. They include:
- carrying out contradictory tests,
- the obligation to ensure cybersecurity,
- the need to mitigate systemic risks.
In this perspective, MEPs also insisted on the crucial role of evaluation or impact analysis (considered a central accountability tool). This approach makes it possible to identify the impacts and potential risks of AI solutions on privacy and cybersecurity.
The new rules on AI will not apply before 2025. However, the adoption of the AI Act already marks a crucial step towards the responsible development of artificial intelligence in Europe.
