Artificial intelligence redraws global economic balances, and Saudi Arabia intends to impose itself as an essential player. With a massive investment of $ 14.9 billion announced during the Leap 2025 Tech Conference in Riyadh, the country clearly displays its ambition: to become a leading technological hub. Thanks to its association with giants like Google, Alibaba, Lenovo and Qualcomm, the kingdom is not content to inject capital, it builds the infrastructure that could shape the future of innovation in artificial intelligence and cloud computing .

Colossal investments to structure an IA ecosystem
Saudi Arabia is not content to lay the foundations for future technological development. Indeed, the country engages considerable funds in concrete projects, with the support of major technological actors. Aramco, a heavyweight of the Saudi economy, sealed an agreement of $ 1.5 billion with Groq to develop a cloud computing infrastructure optimized for AI. “Our business is based on the scale. This is why we need partners, no business alone can deliver the IA promise ”, a declared Ahmad al-Khowaiter, vice-president of Aramco.
In the same dynamic, Alat and Lenovo have announced $ 2 billion in investment for the creation of an advanced manufacturing site in AI and robotics in Saudi Arabia. Lenovo also plans to set up its regional headquarters in Riyadh, which thus strengthens the country's attractiveness for large companies in the technological sector. In addition to these major investments, several other firms have confirmed their commitment: Salesforce, Databricks, Tencent Cloud and Sambanova will injecting 500 million, 300 million, 150 million and 140 million dollars respectively to strengthen the Saudi IA ecosystem.
All of these initiatives are part of the kingdom's economic transformation strategy, which aims to make AI and Cloud Computing of the pillars of its development. By the multiplication of collaborations with world leaders, Saudi Arabia gives itself the means to accelerate its technological independence and to stimulate a local competitive market.
A strategic positioning for regional domination
If the investments announced are colossal, their objective goes far beyond the national framework. Saudi Arabia aspires to dominate the regional technological scene by creating an environment favorable to startups and advanced industries. This choice of Riyadh as a technological hub is not trivial: it is a strong message sent to other economies of the Middle East, in particular the United Arab Emirates, which also invest massively in new technologies.
Beyond infrastructure and partnerships, this commitment reflects a political will: diversifying the economy and reducing dependence on hydrocarbons. AI and Cloud are perceived as growth catalysts, capable of attracting the best talents and the most innovative companies. In this perspective, the Saudi authorities rely on attractive taxation, administrative facilities and privileged access to funding to seduce foreign investors.
However, this ambition is not done without challenges. The speed of execution of these projects, the implementation of suitable regulation and the management of ethical questions linked to AI will be capital issues in the coming years. In addition, the success of this strategy will also depend on the country's ability to form a skilled workforce, capable of meeting the requirements of new technologies.
With these announcements, Saudi Arabia does not only seek to modernize its economy, it aims to become a central player in artificial intelligence and cloud computing. Thanks to its support on leading technological partners, the kingdom is strategically positioning itself to attract investments and redefine its role on the world scene. However, these ambitions will have to confront the realities of the field: implementation of projects, competitiveness in the face of other technological hubs and management of geopolitical tensions. If the bet is successful, Riyadh could become a major player in the current technological revolution. It remains to be seen whether these investments will actually transform the region into a new Silicon Valley in the Middle East, or if they will remain promises to be concretized.
