The French rental market is going through an exceptionally serious crisis, which threatens access to housing for many households. Despite a slight recovery in the real estate sector, rentals remain under strong pressure, with supply in free fall and prices continuing to rise. According to the National Real Estate Federation (Fnaim), structural problems and poorly adjusted regulatory choices aggravate this situation. Between the rise of short-term rental platforms and the new constraints linked to energy renovation, the challenges are accumulating, which reveals the urgency to act. This crisis, beyond the figures, raises major social and economic issues for tenants and investors alike.

A rental offer in free fall
For three years, the rental supply in France has experienced a critical contraction of almost 30%. This decline, described by Loïc Cantin, president of the National Real Estate Federation (Fnaim), as a “real future housing crisis”, illustrates the profound dysfunctions of the market. According to SeLoger data, several interrelated factors explain this collapse. The rise in interest rates has considerably reduced the purchasing power of households, which slows down their access to property. In addition, it immobilizes housing that could have been released for rental. This situation has created a bottleneck, which which limits options for tenants and worsens tensions.
At the same time, a growing portion of available properties is migrating to short-term rental platforms, such as Airbnb. These services, very attractive for owners, have seen an 86% explosion in overnight stays in five years, according to Eurostat. Such a development, so profitable for certain investors, further unbalances the traditional rental market. Families and students, already affected by exorbitant prices, find themselves increasingly in difficulty. This is evidenced by the figure of 17% of students having abandoned their studies in 2023 and 2024 due to lack of affordable housing, a finding that Loïc Cantin describes as “unacceptable”. This situation requires urgent reflection to reestablish a sustainable balance between supply and demand.
Public policies and their socio-economic impacts
Current regulations, although driven by laudable ambitions, paradoxically contribute to aggravating tensions on the rental market. Since January, the ban on renting energy-intensive housing, which targets thermal sieves, imposes often prohibitive renovation costs on owners. “These measures, although ambitious, jeopardize the viability of many rentals,” underlines Loïc Cantin. He calls for increased financial support to help owners comply with these new requirements, with a view to preserving the rental supply.
At the same time, the rise of furnished rentals is fundamentally reshaping the market. Supported by attractive tax advantages, this form of rental has seen its share grow significantly, going from 9% to 14% nationally between 2006 and 2021, with a peak of 29% in Paris. While this trend meets certain needs, it further complicates the search for stable and affordable housing for tenants, particularly families and young professionals. Mechanisms such as rent control, introduced in several large cities to limit these excesses, are still struggling to demonstrate their effectiveness. This situation illustrates the urgency of a global reform, which reconciles protection of tenants and support for owners, in order to restore a lasting balance in the rental sector.
The current rental market crisis presents decision-makers with an impasse that requires urgent and structured measures. Thus, experts underline the need to fundamentally rethink public and tax policies. This is why they take into account the needs of tenants and the constraints of owners. Without a coordinated and ambitious strategy, tensions risk worsening, which could threaten the country's social and economic stability. At a time when fractures are widening, acting quickly to restore balance to the rental market is no longer an option, but an obligation.
