When will artificial intelligences really take our place at work? The question is no longer just science fiction. Today, either we must cooperate with them, or we risk being relegated to the background. And in Albania, the surprise is total: even the ministers are now competed by an AI. Her name is Diella, and she has just made a shattering entry into the government of Tirana.

AI, new anti -corruption weapon in public procurement
Albania, regularly pointed out by the European Union for its corruption scandals, attempts a radical approach. Prime Minister EDI Rama appointed Diella, an avatar generated by artificial intelligence, as a minister responsible for public procurement.
The objective is clear: to make each tender “100 % incorruptible” and “100 % readable”.
Rama explained that market decisions would be withdrawn from ministries to be entrusted to AI.
Diella is the first member of the government who is not physically present but virtually created by artificial intelligence.
The symbolism is strong. Albania hopes to transform a historic plague into a technological showcase, when the country aims for an EU adhesion by 2030. But the stake exceeds the technique: it is a political and institutional bet.
Diella, between tradition and digital innovation
Diella does not come out of nowhere. It already exists through E-Albania, the online platform which allows citizens to access 95 % of public services. In 2025, more than a million requests were processed there thanks to its system. For its passage as a “minister”, the AI received an avatar from a young woman dressed in traditional Albanian costume, symbol of a marriage between culture and modernity.
The partnership with Microsoft and the National Information Agency made it possible to integrate the most recent AI models. On September 19, she even spoke in front of the Parliament via two screens, to deliver a three -minute speech. In his interventionAI said:
I'm not here to replace humans but to help them. I have no citizenship, no ambition or personal interests.
In short, Diella is not a threat, but a tool intended to fluidify and make state action more transparent.
A minister, between enthusiasm and democratic concerns
Despite the enthusiasm displayed by the government, the parliamentary opposition shouts in illegality. The deputies dispute the legitimacy of a “minister” without citizenship or humanity. Some even left the hemicycle, boycotting the vote which was nevertheless validated with 82 votes out of 140.
Critics are also in public space. On social networks, an ironic comment underlines the general atmosphere: in Albania, some believe that even Diella will end up.
These reactions reveal a deep concern. Can we really entrust a ministerial mission to an AI without weakening democracy? The debate is open, because behind the argument of transparency, hides the fear of a power increasingly entrusted to the algorithms.
