The crypto sector accelerates the pressure on the Senate

The debate around the regulation of digital assets has entered a decisive phase. On July 1, the Stand With Crypto group called on its supporters to contact the US Senate in order to obtain a plenary vote on the CLARITY Act before the August parliamentary recess. According to the organization, the window for action is now very limited after several months of discussions and lobbying with elected officials.

In a message published on X, the group recalled that the Senate is currently in recess and that the countdown is on. The organization believes that “ senators have a short period upon their return on July 13 to examine the text before the summer recess “. She thus invites voters to officially request the inclusion of the bill on the agenda.

Defenders of the text consider that a more precise federal framework would reduce areas of uncertainty for issuers of digital assets, exchange platforms, developers as well as all market participants. From this perspective, they believe that a rapid vote would avoid further delaying the work undertaken for several years around crypto regulation.

The CLARITY Act faces a very tight parliamentary schedule

The CLARITY Act reached an important milestone in June when The Senate Banking Committee approved HR 3633 by a vote of 15-9with bipartisan support. The text defines in particular the distribution of responsibilities between supervisory agencies, business registration procedures, compliance rules and several measures intended to protect consumers.

According to him, the absence of a vote in the coming weeks could nullify the efforts of compromise and cooperation carried out so far between the different stakeholders around the CLARITY Act.

Coinbase, Ripple and more than 200 organizations mobilize efforts

As the deadline approaches, sector initiatives are gaining momentum. More than 200 organizations have asked Senate leaders to schedule a vote. These include Coinbase, Ripple, Kraken, Circle, Binance.US, Uniswap Labs, Paradigm, Andreessen Horowitz as well as several local chapters of Stand With Crypto.

Ripple has also strengthened its awareness campaign in Washington. The company deployed a CLARITY Act-emblazoned truck near Capitol Hill to increase visibility of the bill as senators continue discussions on crypto regulation.

Stand With Crypto also highlights the results of a survey carried out in several key states. According to this survey, almost three-quarters of cryptocurrency holders surveyed say they are more inclined to support candidates in favor of clearer regulations. The organization also reports that more than a third of respondents use digital assets to make personal transfers, while 21% use them for monthly expenses.

Despite this mobilization, several observers remain cautious about the chances of adoption of the CLARITY Act. Galaxy Research has revised its forecast for 2026, reducing the adoption probability from 60% to a 50-50 scenario. The cabinet justifies this revision by the absence of a date set for a vote in plenary session, the absence of a procedural motion as well as the lack of a unified text between the different committees of the Senate. These elements maintain uncertainty around the legislative calendar and the evolution of crypto regulation in the United States.
